This is the case in sub-Saharan Africa, where levels of poverty do not permit high migration costs, especially transport costs (see also GFMD 2012), and where all that is often necessary to reach a neighboring country is to take a coach or train, or even cross the border on foot. The porous nature of the borders in this continent facilitates this proximity migration even more.
